Pinellas Soccer Officials Association: Rules, Meeting Minutes, Reports

The FHSAA Unsportsmanlike Conduct (aka Red Card) Report is now online (see the link below).

PSOA procedures for red cards are as follows:

Please ensure that you use the reason for disqualification from the NFHS and/or FHSAA rule book - check the book if necessary for the precise wording.

For serious incidents like bench emptying and matches that do not go to their normal conclusion based on an incident, the official is required to report the incident immediately - by telephone - using the phone number on the form.

The referee should also call Bob Wignall prior to submitting any AT6 form: 727-639-6248.

This report is submitted by the official issuing the red card for unsportsmanlike conduct; the report is not submitted on a double yellow nor a blue card.

Below is a link to a presentation on what card to show and when. It was delivered at the 2009-2010 FHSAA Field Clinic and you're encouraged to review so that everyone follows the proper procedures. (Thanks to Gil Rosario for this.)

The Middle School season is underway. These games sometimes present interesting challenges to our officials. The following provides guidance on the games:

PSOA supports the participation of all student athletes involved in soccer at all levels. From time to time, it may seem that middle school games can't be played because fields aren't lined, goals are locked away, and no one has a key, uniforms may not be, well, uniform, etc. If you find yourself faced with a situation like this, if the game can be played safely, we urge you to do so. Discuss the situation with both coaches and if they agree, find creative ways to allow the game to continue. Use cones for goals or to mark the touch lines and the end lines. Work with the coaches so that they understand our goal is to allow the kids to play. Again, we recognize safety comes first and games should not be played if players are not wearing shinguards or if the goals are in place, but are not properly anchored. If you have any questions or need clarification, please contact a member of the Board of Directors before deciding not to allow the game to be played.

The special rules governing the different middle school systems are available below and should be reviewed before officiating middle school games.
